武汉600余电梯整治未执行 维保指导价或将出台

长江日报讯(见习记者蔡木子)接连发作的电梯事端,让电梯安全问题得到了史无前例的重视。昨日,我市召开了加强电梯安全作业会议,通报了武汉电梯安全办理现状,一场“电梯安全保卫战”现已打响。

  

40余小区电梯“无人认领”

  

到2011年7月止,武汉共有电梯34650台,近几年均匀年新增电梯约5000台,年增速在15%-20%。在用电梯中,三菱、奥的斯、日立、通力、蒂森、迅达等合资品牌约占75%,康力、嘉捷、梅轮、智能、东菱等国产民族品牌电梯约占25%。武汉市中心城区电梯数量约占总量的85%以上,居民住所小区中运用电梯共20000余台,约占电梯总数的60%。而住所电梯中运用11-15年的电梯有615台,运用16年以上的有126台。

  

武汉市质监局副局长周全力介绍,从2006年起,武汉对在用电梯接连展开了以“六执行”为方针的专项整治作业,即办理主体执行、维保单位执行、通讯设备执行、人员值勤执行、困人救援执行、定期检验执行。现在全市电梯运用安全情况根本平稳,但仍有约600余台电梯未满意“六执行”。

  

记者了解到,“所有权、运用权、办理权”三别离,是电梯办理面对的问题之一。周全力泄漏,现在武汉尚有40余居民电梯住所区没有专业物业办理单位。监管部门施行安全督查时,乃至督查指令书都找不到接受者。一旦发作事端,业主或业主委员会都难以筹集补偿资金,更难承当法律责任。

  

电梯维保指导价或将出台

  

与巨大的电梯运用商场相对应的,是相同杂乱的电梯维保单位。德州市质监局对全市电梯进行大“体检”,据统计,执行 维保指导价或将出台武汉共有电梯运用办理单位近4000家;取得了国家或省核发的电梯制作、装置、改造、我国首例直角开门电梯“并排”装修理资历的单位211家。

  

“我市电梯定期检验率达到了99%以上”,周全力说:“但由于现在维保单位数量过多,导致商场恶性竞赛。较低的维保价格极易导致低质量维保,致使一些违规行为发作。”

  

据有关方面泄漏,武汉质检局、物价局现已着手研讨拟定武汉市电梯修理保养指导价,以标准维保收费,防止贱价残次竞赛。

  

武汉市副市长邵为民指出,解决问题电梯问题刻不容缓:“600台问题电梯要由各级区政府亲身牵头,联合质监等各相关单位赶快解决问题;关于在2003年之前兴修的、未建立修理资金的小区,只需有运用年限过长的老旧电梯,区财政要拨款赶快替换。武汉600余电梯整治未”

  

此外,市房管局人士表明,用于电梯安全保护的房子修理资金能够适用“绿色通道”,下降报批要求;房管局还将持续推广物业办理全掩盖,催促物业公司依照合同约好实行电梯安全保护作业。

The frequently happening of elevator accidents makes the security of elevator a hotspots in the society. Recently, Wuhan held elevator security conference to report the safe situation of elevators in Wuhan.

  


40 Community Elevators have no identity
By July, 2011, there are 34,650 elevators in Wuhan, and the number of elevators has been increased of 5,000 units each year in average. And the number is increased by 15%-20%. Mitsubishi, OTIS, Hitachi, KONE, ThyssenKrupp and Schindler account for 75% of the elevators in Wuhan; CANNY, JIAJIE, MEILUN, ZHINENG and DONGLING account for 25% of the market. The number of elevators in the center of Wuhan accounts for 85% of the total number, and there are 20,000 elevators installed in the residential communities, acounting for 60% of the total number of elevators. 615 elevators have been used for 11-15 years, and 126 elevators have been used more than 16 years.
Zhou quanli, from Wuhan Quality Control Bureau, introduced that, since 2006 Wuhan has carried out 6 measures to supervise the elevator industry. Currently, the situation of elevator running is stable, but there are still 600 elevator can not reach the demands.
The big problem of elevator management is the separating of the “owner”, “user” and “manager”. In Wuhan, there are elevators in 40 residential communities without the managing units.

  


The suggested price of elevator maintenance may be issued soon
According to the huge elevator using market, the elevator maintenance unites are numerous. Statistics shows there are 4,000 elevator managing units in Wuhan currently ; among which the managing units with the national or provincial certifications and qualifications are only 211.
“99% of elevators in Wuhan have been checked regularly,” said by Mr. Zhou, “due to the large number of elevator maintenance companies, the market goes into cut-throat competition. The low price must cause the low quality and some illegal operations.” Mow, the relative departments have worked together to draw up the suggested price aiming at regulating the maintenance market.
Shao weimin, the deputy mayor of Wuhan, pointed out the solutions of elevator problems can not be delayed for any reason, “the 600 elevators should be supervised by the government and quality control department; the government will give subsidy to support the renewing of old elevators.”
